An alumnus of Patna University and Punjab University, he also holds an MDPA from the Indian Institute of Public Administration (IIPA), New Delhi, along with professional training from ENA, Paris, and GTC, London.

Having served the Central Government of India for over three decades, Mr. Sinha’s administrative experience has greatly influenced his analytical and creative writing style. Even after retirement, he continues to contribute as a consultant and intellectual voice in public discourse.

His literary pursuits have earned him recognition, including the prestigious Rahul Sankrityayan Award for his book on Wildlife Tourism. His other notable works include Tea-Talk: Said, Unsaid (Orange Books) and Beyond the Lines: Some Percepts (Samadarshi Prakashan).
